How to Scan Documents to PDF with Your Phone (Free, Online)
You do not need a scanner. A phone camera is enough to turn a paper document into a PDF that you can email, upload or print. The quality of the PDF depends mostly on how you take the photos, so a little care at the start saves trouble later.
How to scan documents to PDF
- Photograph each page of the document, one photo per page.
- Open the Scan to PDF tool and add your photos (JPG or PNG, up to 50).
- Drag the images into the right page order.
- Press the Scan to PDF button and download one PDF.
How to take clear photos

Check each photo before you move on, and retake any that are blurry. It is much easier than trying to fix a bad page later.
Putting the pages in order
Phones name photos by time, so the order is often right already, but check before converting. If you photographed pages out of order or missed one, drag the images into place in the tool.
After you have the PDF
A PDF made from photos is made of pictures, so a few follow-up steps are useful:
- Make the text searchable with OCR PDF so you can search it and copy words (see our OCR guide).
- Fix sideways pages with Rotate PDF.
- Delete a bad or blank page with Remove pages.
- Make the file smaller with Compress PDF, because photos make large files. Our guide to reducing PDF size explains how.
- Number the pages with Add page numbers.
